Welcome to the Institutes of Higher Education (IHEs) section of the National Center on Service Obligations (NCSO) Web site. This section of the Web site is designed for IHEs that have been awarded grants from the Office of Special Education Programs' (OSEP) Personnel Development Program in 2005 and any year thereafter. This Web site provides answers to Frequently Asked Questions about service obligation regulations/requirements and a portal to NCSO's Service Obligation Tracking System (SOTS), a secure, online database used to collect scholar/obligee contact and service obligation information for tracking the fulfillment of service obligations.
IHEs must enter the name, address, e-mail address, social security number, and service obligation details of each scholar/obligee in the SOTS as well as provide any other information that is necessary to carry out the Secretary's functions under section 662 of IDEA. NCSO sends Project Directors an e-mail with login instructions for accessing the SOTS. NCSO also encourages s IHEs to enter records for currently enrolled scholars. A grant profile, which can be edited, has been entered for each IHE grant based on information provided from OSEP grant database. Grants are identified by the grant award number. IHEs will be able to provide one additional staff member login access to the SOTS.
