Employers
The Office of Special Education Programs' Personnel Development Program awards grants to IHEs to be distributed as scholarships to fund scholars/obligees training in the area of special education. These scholarships require a service obligation commitment of two years of eligible employment for each year of financial support. The National center on Service Obligation (NCSO ) is responsible for tracking the service obligations of scholars/obligees funded by grants awarded in 2005 and any year thereafter, and scholars/obligees are required to report their employment information to NCSO annually. Students are referred to as scholars while still enrolled in their training programs, and referred to as obligees once they have exited/completed their training programs.
NCSO will send employers an e-mail when the scholars/obligees have uploaded their employment information into the NCSO SOTS, indicating a current or past employment position with the organization. It is the employers' responsibility to log in to the SOTS using a secure URL which will be included in the e-mail. The secure URL will direct employers to the employment record to be verified. If the information provided by the scholar/obligee is accurate, employers will simply click 'verify' and submit their response. If employers disagree with the information provided by the scholar/obligee, they can submit additional information. Employers will be requested by e-mail to verify current employment information once a year. NCSO anticipates that the verification process will take no longer than 10 minutes.
