Service Obligation Tracking System
The National Center on Service Obligations (NCSO) Service Obligation Tracking System (SOTS) is a secure, online database used to collect scholar/obligee contact and service obligation information for tracking the fulfillment of service obligations. Institutions of Higher Education
Institutions of Higher Education (IHEs) must enter in the SOTS the name, address, e-mail address, social security number, and service obligation details of each scholar/obligee as well as provide any other information that is necessary to carry out the Secretary's functions under section 662 of IDEA. Project Directors are sent an e-mail from NCSO with login instructions for accessing the SOTS. IHE personnel must log in to the system and enter information for each scholar/obligee funded by a Personnel Development Program grant awarded in 2005 and any year thereafter who has exited/completed a training program. NCSO also encourages IHEs to enter records for currently enrolled scholars. A grant profile, which can be edited, has been entered for each grant based on information provided from the Office of Special Education Programs' (OSEP) grant database. Scholars/Obligees
Scholars/obligees funded by a Personnel Development Program grant awarded in 2005 and any year thereafter are required annually to update NCSO SOTS with their contact and employment information. Students are referred to as scholars while still enrolled in their training programs, and referred to as obligees once they have exited/completed their training programs. When an IHE has entered and submitted a record, NCSO sends the scholar/obligee an e-mail with instructions on how to access the SOTS. Scholars/obligees must log in to the system to create an account and verify the contact and service obligation information entered by the IHE and enter employment records for positions that fulfill their service obligation. NCSO will send employers employment records for verification. Scholars/obligees may begin to fulfill their service obligation through eligible employment while still enrolled in the training program after they have completed one academic year of training. Employers
OSEP's Personnel Development Program awards grants to IHEs to be distributed as scholarships to fund scholars/obligees training in the area of special education. These scholarships require a service obligation commitment of two years of eligible employment for each year of financial support. NCSO is responsible for tracking the service obligations of scholars/obligees funded by grants awarded in 2005 and any year thereafter, and scholars/obligees are required to report their employment information to NCSO annually. Students are referred to as scholars while still enrolled in their training programs, and referred to as obligees once they have exited/completed their training programs.
NCSO will send employers an e-mail when the scholars/obligees have uploaded their employment information into the NCSO SOTS, indicating a current or past employment position with the organization. It is the employers' responsibility to log in to the SOTS using a secure URL which will be included in the e-mail. The secure URL will direct employers to the employment record to be verified. If the information provided by the scholar/obligee is accurate, employers will simply click "verify" and submit their response. If employers disagree with the information provided by the scholar/obligee, they can submit additional information. Employers will be requested by e-mail to verify current employment information once a year. NCSO anticipates that the verification process will take no longer than 10 minutes.
